Government Directs Industrial and Commercial Users to Source Fuel Through Bulk Channels Amid Rising Demand

New Delhi: The Central Government has imposed temporary restrictions on industrial, commercial, and institutional consumers purchasing petrol and diesel from retail fuel stations, directing them to source fuel through designated bulk supply channels instead.

The move comes amid concerns over rising fuel demand and the possibility of supply disruptions caused by large-scale bulk purchases at retail outlets, which are primarily intended to serve individual consumers and vehicle owners.

Government Issues Temporary Fuel Supply Regulation

The Ministry of Petroleum and Natural Gas has issued the Motor Spirit and High Speed Diesel (Temporary Regulation of Supply through Retail Outlets) Order, 2026, empowering fuel retailers and oil marketing companies to regulate bulk fuel purchases from petrol pumps.

Under the new framework, restrictions can remain in force for up to 90 days, with the option for further extension through a fresh government order if necessary.

Officials stated that the measure is aimed at ensuring uninterrupted availability of fuel for ordinary consumers and preventing supply imbalances across different regions of the country.

Why the Government Introduced the Restrictions

According to the government, the decision was prompted by unusual increases in petrol and diesel sales at retail outlets in certain parts of India.

Authorities observed that several industrial, institutional, and commercial users had shifted their fuel purchases from bulk supply channels to petrol pumps because of the significant price difference between retail and bulk fuel rates.

For example, diesel sold at retail fuel stations is substantially cheaper than diesel supplied through bulk procurement channels.

This pricing gap encouraged several large consumers to purchase fuel from retail outlets, increasing pressure on supplies intended for everyday users.

Geopolitical Tensions Impacting Global Fuel Supply Chains

The government noted that ongoing geopolitical developments in certain parts of the world have affected global petroleum supply chains and shipping logistics.

According to the notification, disruptions in international energy markets have impacted the availability and pricing of petroleum products worldwide.

To safeguard domestic fuel availability and maintain supply stability, authorities deemed it necessary to introduce temporary regulatory measures.

Industrial and Commercial Users to Source Fuel Through Bulk Supply Points

Under the new order, large fuel consumers such as:

will be required to procure petrol and diesel through authorized bulk supply arrangements or dedicated consumer pumps rather than retail petrol stations.

The government believes this will help preserve retail fuel supplies for ordinary motorists and households.

New Diesel Purchase Limits at Petrol Pumps

The notification also introduces restrictions on diesel purchases at retail outlets.

Key provisions include:

Officials stated that these measures are intended to prevent unauthorized stockpiling and diversion of fuel supplies.

Focus on Preventing Hoarding and Black Marketing

The government has directed oil marketing companies, fuel retailers, state governments, and Union Territories to closely monitor fuel distribution.

Authorities have been empowered to take action against:

Officials emphasized that maintaining equitable access to fuel remains a priority during periods of market volatility and supply chain challenges.

Ensuring Fuel Availability for Common Consumers

According to the government, unrestricted bulk procurement through retail outlets could create localized shortages and affect the availability of petrol and diesel for ordinary consumers.

The new regulations are designed to:

Authorities said the measures are precautionary and intended to safeguard national energy security during a period of heightened uncertainty in global fuel markets.

Exemptions Possible in Special Cases

The notification allows the government to grant exemptions to specific consumers, sectors, regions, or transactions if deemed necessary.

Officials stated that any such exemptions would be considered through special government orders based on operational requirements and public interest considerations.

Violations May Attract Legal Action

The government has warned that violations of the new regulations may attract penalties under the provisions of the Essential Commodities Act.

Authorities have urged consumers and businesses to comply with the temporary measures to support smooth fuel distribution across the country.

As India continues to navigate global energy market fluctuations, the government says the restrictions are aimed at ensuring uninterrupted fuel availability while protecting the interests of ordinary consumers and critical sectors of the economy.
